Description:

This function returns the value of <string> in which the characters $0..$20, '"', '#', '%', '<', '>', '[', '\', ']', '^', '`', '{', '|', '}', '~' and $7F..$FF are encoded with their hexadecimal ASCII codes (e.g. space = %20) to comply with the format for a web URL.
